I have re-configured:
cd "E:\usr\Tatsu\cyg64work\gnuplotcvs\build"
CFLAGS='-g -O0' \
CXXFLAGS='-g -O0' \
../gnuplot/configure --prefix=/usr/local/gnuplotcvs --with-caca
and execute make and make install.
$ gdb /usr/local/gnuplotcvs/bin/gnuplot
