First, mintty (I assume you did mean that) is not "Cygwin" itself.

$ tasklist /m normaliz.DLL | iconv -f CP866

spideragent.exe 3336 normaliz.DLL
Results are the same if running in mintty or native console.
No hangs can be seen from my side.
