When I call the application CYSGRUNSRV.EXE he installs the service SSHD but
 it doesn't initialise accusing that it happened a logon error. I tried to
initialize the service with the system account, but it didn't work. How to
solve?

Which system are you on?
Which version of openssh do you have?

The latest openssh README states:
- This version adds the ability to install OpenSSH sshd as service
  under 9x/Me.  This is done automatically unless one of the options
  -D or -d is given, in which case the process remains in foreground.

Please read the README's:
 /usr/doc/Cygwin/cygrunsrv.README
 /usr/doc/Cygwin/openssh-3.0.1p1-2.README
