Hi,
I'm curious as to whether the following make bug will still exist in b19
(or if there is an existing patch that fixes it in b18)?

CYGWIN32(b18) behavior:
bash$ export FOOBAR="set by bash"
bash$ cat Makefile
export FOOBAR="set by make"
echoit:
@env | egrep FOOBAR
bash$ make
FOOBAR=set by bash
bash$
LINUX behavior:
bash$ export FOOBAR="set by bash"
bash$ cat Makefile
export FOOBAR="set by make"
echoit:
@env | egrep FOOBAR
bash$ make
FOOBAR="set by make"
bash$
