* Why is MAKE_MODE not UNIX by default?

Cygwin gives us a UNIX like environment, but to use UNIX like make
files we have to create an environment variable. Why not have make
default to UNIX and users can specify win32 if they want it.

Remember that cygwin was originally created to host our development
tools in a win32 environment for our customers, who did *not* have a
unix environment to go with it.  Many of them need MAKE_MODE to not be
set to unix.

If someone can come up with a reliable way of auto-detecting when it
should be set to unix, go ahead and submit a patch.
