To: cygwin
after compiling and linking a c++ file into an executable i get an a
file.exe but when i type the name of the file in cygwin, i get command not
found, what am i doing wrong?

or make sure that '.' is in your PATH:
# export PATH=:.:$PATH

It is a security risk.
At the utmost use
export PATH=$PATH:.
