If I understand the GPL right, someone don't have to publish the source, instead
if anyone requests the source, he has to give it away. This may include 
sending the sources on CD-ROM and getting a copy fee. So I think there is no 
problem just releasing your program in binary and only providing the source 
for the program, not for the library.

But this is only true if cygwin.dll is under GPL. Maybe cygnus used a modified one.

You have to be able to make the exact sources available that you used in exactly
the same way as you distribute your program.

You have to be able to make the exact sources available that you used in exactly

Unfortunately, the licensing of the Cygwin DLL does require this.  If you
wait for me to eventually get my act together, B21 will be released with
an override which states that if you release the sources to your program
you don't have to provide the sources for the DLL.

If you want to distribute a program without sources you'll have to contact
Cygnus for licensing terms.

I am developing a tool to generate documentation for JavaScript
functions, using egcs and flex as my development tools.  I plan to make
this available as free source under the GPL, assuming anyone else wants
it.

However, I imagine that the typical HTML developer will not wish to
download all of Cygwin just to run my tool, so I would like to provide a
binary distribution also.  I haven't tried this yet, but I imagine that
my program probably depends on cygwin1.dll only.

Does the GPL really oblige me to make the source to the Cygnus tools
available on my site - which isn't even up yet :-( - in order for me to
distribute cygwin1.dll?

The GPL requires that you provide sources for the portions included in
your work.  If you include cygwin1.dll, you need to include the
sources needed to build cygwin1.dll (this is what we do for snapshots,
for example).  You don't need to include *all* the cygwin sources
(i.e. gcc, gdb, etc) if you don't include those sources in your work.

The sources should be made available via the same means and media as
the work itself; if you put the work on ftp or floppy then the sources
should be on ftp or floppy (respectively), etc.
