Since this is required to build cygwin1.dll, shouldn't it exist in the
cygwin-src tarball already?

All files in toplevel.tar.bz2 exist in the cygwin-src tarball, they're just
different. Since the toplevel.tar.bz2 files also don't work, I'm looking
into it now.
