I am currently doing an embedded processor software development that
uses an 87C520 and would like to use Cygwin tools to do that software.
Is there a cross-compiler for this target that I can use with Cygwin?

I suggest you ask the crossgcc folks who deal with this issue. If GCC
and binutils support 87C520, and I have no idea if these do, you should
be able to build a cygwin-hosted cross environment.
