It would *not* download the new libpng and zlib updates.
I currently have 1.0.6-1 of libpng and it says that 1.0.8-1 is
available. For zlib its 1.1.3-1 to 1.1.3-4.
I click on next, and it says download complete, but it didn't download
them.
I deleted the zlib and libpng lines from /etc/installed.db, same
thing.
I even renamed my c:\cygwin directory to c:\cygwin.old, and it *still*
wouldn't download the new files.
Frustrating.

Are you selecting the "download from internet" option, or one of the
install options? If you pick the download option, it won't download
the files if it has downloaded them before (they'd be in the latest or
contrib directories that get created in the "local download
directory".

Download from internet.

I figured it out, based on your comment.
I have a
latest/zlib/zlib-1.1.3-1.tar.gz
and a
contrib/zlib-1.1.3-4.tar.gz
This is certainly confusing.
I suppose I'll delete my downloaded directory and start over.

You don't have to delete anything. Just tell setup "install from
internet" and it will do the right thing. But, if you want to waste
your precious bandwidth re-downloading a file you already have right
on your hard drive, I'm not going to stop you.

I have 20 people here that install from my local directory.
They from my local copy of setup.exe and "install from local
directory". I certainly don't want all of them doing this, not
because of the bandwidth considerations, but because I want them to
install what I've already tested.
The problem is that some packages moved from one directory to another
(between contrib and latest), and that confused me (because the file
had been downloaded, but I didn't know that because I was looking in
the *other* directory, which contained the old version). Thus, I
wasted 30 minutes and several emails to you, thus wasting your time.
That's why I want to "clean" up my directory by downloading a new
copy, which I already did (it took less than 5 minutes).

You probably want to download a copy of setup.ini also, then, and put
it in that directory.

This looks/sounds like the same problem that I was having and reported in
a previous thread about libpng and zlib. I actually found that they had
been downloaded but they were in the contrib directory (contrib/libpng
and contrib/zlib) and not in latest. If you then go back into chooser it
tells you again there is a newer version and then will not download after
that. Once removed from contrib and latest if it is in both then it will
download the file again, but chooser still shows it to you as an option
for download and not as keep.
This is the problem I mentioned I was going to try to dig into further
and see what I could find. The other thing unique about zlib and libpng
is they appear to be the only two in setup.ini that have a current
version (not designated as such) and a previous version designated with
[prev]. I haven't gotten deep enough yet to see if this is really a
factor.
While we're sort of on the subject what is the actual purpose/intention
of the contrib and latest directories. Actually I understand latest,
it's contrib I'm confused about. Being new I wasn't sure why there was
two (or more?) possible locations?

Right. zlib and libpng *are* in contrib, not latest.

The chooser's "partial" listing isn't doing "the right thing", it
seems from the feedback I've gotten. I'll probably change that. The
question is, if you choose the defaults, does it download/install the
right thing?
Also - if you "download from internet" and then "install from current
directory" you are making setup's job a lot harder. Just use "install
from internet".

Right. I'll probably change setup (eventually) to not count [prev]s
in the partial listing.

It used to be that "contrib" meant "not installed by default" but it
really doesn't matter any more now that setup.ini is in charge.
