Ok, it was written using NOTEPAD and compiled with VC++ and linked with gcc.

Actually, it was written with emacs, but the GUI part was done with
VC++'s resource editor and the runtime is MS's. Setup is *not* a
cygwin application; it's more of a MinGW application.
