BitchX configure Error

BitchX configure Error

Is this a cygwin error or it because of the bx source
code ??

checking for gcc... (cached) gcc
checking whether the C compiler (gcc  ) works... cat:
not found
cat: not found
no
configure: error: installation or configuration
problem: C compiler cannot creat
e executables.

i have download the complete set on the cygwin
compiler but still getting that error when try to
./configure 
and this is what happen when i try to compile the
source with a custermise makefile
