An updated version of cygwin32-mount.el is available at
< http://ontosys.com/src/cygwin32-mount.el >. It supports Cygwin paths
(/usr/local/foo), ange-ftp paths (/larry@foo.com:bar), and Windows UNC
paths ((//bigmachine/c/Config.sys).
The prior version of cygwin32-mount.el attempted to support all of the
above, but it had problems because of 1) a fairly recent change to the
output of the cygwin 'mount' command and 2) confusion between cygwin
and ange-ftp paths. I've attempted to fix those problems, and it
works OK for me now.
I'd like to submit this version to whatever serves as the official
repository, but I don't know where that is! There is a GNU version at
< http://www.gnu.org/software/emacs/windows/ntemacs/contrib/cygwin32-mount.el >,
but it's pretty old. And I don't see how to submit a new version there.

I´m the maintainer of the current cygwin-mount.el package
(formerly known as cygwin32-mount.el) All the problems
you mentioned are solved in current version and a lot
of more.
You have patched a very very very old version!!!!
