Also, I see quite a number of postings on problems
relating to CygIPC-2. What is your advice?

ALSO, http://cygwin.com/packages/cygipc/cygipc-2.03-2
seems to say that cygipc is part of the packages of
Cygwin.

cygipc is obsolete.  It's job has been overtaken by cygserver from
the cygwin package itself.  See /usr/share/doc/Cygwin/cygserver.README
for more information.
