This problem can be reproduced by:

gdb cat
run
press Ctrl-C
cont

In linux, cat continues to read, however, in cygwin it stops.
This also occurs under Cygwin 3.0.7, but does not occurs
in windows 10 1909 with Cygwin 3.1.2, i.e. when pseudo console
is enabled.
