I don't know if it is a bug or just a curiosity.

$ uname -svr
CYGWIN_NT-6.1 2.8.1(0.310/5/3)

it seems there are two equal entry for ja_JP
and it is the only one with repetition

$ locale -a |grep -i "ja"
ja_JP
ja_JP
ja_JP.utf8
ja_JP.ujis
ja_JP@cjknarrow
ja_JP.utf8@cjknarrow
japanese
japanese.euc
japanese.sjis


$ locale -a | uniq -d
ja_JP
