I am using the latest setup.exe from the cygwin site.

$ ls -al setup.exe
-rwxrwxrwx    1 Administ 514        218112 Nov 28 09:56 setup.exe

$ md5sum -b setup.exe
d91a97dcd67b7cb9c6aaa408cf431b01 *setup.exe
