Are you sure Cygwin's emacs is the first one in your path? Cygwin's
/usr/bin/emacs should be a symlink:
$ ls -l /usr/bin/emacs
lrwxrwxrwx 1 kbrown-admin None 23 2019-03-21 18:11 /usr/bin/emacs ->
/etc/alternatives/emacs*
