m4: cannot open `gcc': No such file or directory

I'm trying to compile the GNU multiple precision arithmetic library from
source in cygwin and after the command

m4 gcc  -DHAVE_CONFIG_H -D__GMP_WITHIN_GMP -DOPERATION_add_n add_n.asm
>tmp-add_n.s

I get an error saying 

m4: cannot open `gcc': No such file or directory

However typing the command gcc into bash reveals the output "gcc: no input
files"

How do I get the m4 macro processor to see gcc?

I think something is wrong with how gmp got configured. What options
did you give to configure? What is the output of

egrep -A1 'M4|CCAS|^\.[a-z]*\.[a-z]*' mpn/Makefile

This is what I get:
