I've googled the site and not come up with anything that looks like this
problem, but I do see that there have been some significant changes
since I last used this procedure successfully.
I have:

And SSH
:[S!] Bash $ ssh -V
OpenSSH_2.9p2, SSH protocols 1.5/2.0, OpenSSL 0x0090600f
====
My preferred mode of operation is using Xemacs shell mode to do the
work. I lanuch Xemacs with the following script:
:[S!] Bash $ cat ~/XEmacs-Secure
#!/bin/bash
#@ $ID: ~Superbiskit/XEmacs-Secure [script]$ $DATE: 2001/06/26 $
echo "+++ $0"
alias ll='ls -l '
# exec 3>&1 # create pipe (copy of stdout)
# exec 1>~\bash.dbg # direct stdout to file
# exec 2>&1 # stderr too
# tail -f bash.dbg >&3 & # run tail in bg
( mount A:/SECURE.001/user/Superbiskit/-ssh /home/Superbiskit/.ssh ;
env PS1="\n:[S!] Bash $ " ssh-agent Xemacs -f shell ;
umount /home/Superbiskit/.ssh ) &
echo "--- $0"
====
So the working process has Xemacs run under ssh-agent. After executing,
I have:
:[S!] Bash $ ps

:[S!] Bash $ alias ssh-add-2
alias ssh-add-2='ssh-add ~/.ssh/id_dsa '

needed any more?
:[S!] Bash $ ssh-add-2
Could not open a connection to your authentication agent.

As I suggested above, the identical procedure was working - perhaps late
July - early August.
If someone would care to suggest which piece of the puzzle to debug, I'd
be happy to dig a bit deeper. Maybe strace? If so, on which program:
ssh-agent or ssh-add? Or both?

Something got broke just before 1.3.3 was released. It should be
fixed in snapshots from 2001/9/14 or later. I'm surprised there's
nothing in the mailing list about this.
Hope this helps.
(It took some digging to figure out what your problem was. Please
describe the problem at the beginning of the message, not after 100s
of lines of cygcheck output. And try to describe your problem
succinctly with the minimum of extraneous steps. Why all the aliases
and xemacs-related scripts?)
Cheers,
David

It does, indeed. Thanks. Running cygwin1-20010918.dll it works as
expected.

OK, sorry. In future I'll tack that stuff on as attachments. The
"extraneous steps" /might/ have been contributing to the problem, I
included exactly what I had done when it failed as I would for a test
report.

I don't mean they should be attachments, I just mean they should come
after the problem statement. Attachments sometimes require decoding
before they can be read, which is a PITA.

But you should remove the extraneous steps yourself. If you think the
problem is with ssh-agent, then just do a single command (or two in
this case) with ssh-agent + ssh-add to isolate and demonstrate the
problem.
Cheers,
David
