The purpose of this patch is to build a libiberty that is for the
build machine, for cases where build!=host, for things that get built
*and executed* during the build process (bfd's chew comes to mind).
I've tested this patch with the full src/ repository in a number of
builds, and would like to get it in. I don't anticipate any build
problems, but I'm paranoid, so if anyone wants to speak up for/against
this patch, ...

Hmm, you can add sim/igen to your list.
(Sounds like it has been properly tested.)
