That means the ftp server is too busy (too many connections). The
TODO list includes work to make that more robust.

Ok...
When I run setup, the box opens that says
" ftp://sources.redhat.com/pub/cygwin/setup.ini "
prompts me (I hit ok)
and dies.
I am trying to get update, and initial ftp reference (from
setup.exe) is " ftp://sources.redhat.com/cygwin ".
