You've "sanitized" your cygcheck output so that I can't see what groups
"user" belongs to.  According to your 'ls'/'getfacl' output, "user" is
the owner of '/etc' (and I assume '/var/log').  Try 'chmod 755 /etc'
from the command line instead.
