Well!
  fccache appears to reside in libfontconfig-devel and was not 
"required" by anything I asked for.
Basically I ran
setup -P lyx
and that way got, or seemed to get, or rather, thought I was getting, 
everything I could possibly need that was TeX-related.
1    I'll now ask for libfontconfig-devel.
2    This is rather esoteric and non-obvious, and yet evidently needed. 
Could the requirement be built in to setup.ini?
3    Or should I have known to ask for more than just lyx to get "all I 
could possibly need that was TeX-related"?
I have to say, I zoomed in on this convenient catch-all only after much 
scrutiny of setup.ini and very careful note of what "required" what.
Thanks very much, anyway. I'll pull down libfontconfig-devel and see how 
things go from there ...

You left out a hyphen.

all certain how or whether they illuminate earlier error messages:

As I am running XP, I have C:\WINDOWS\Fonts (not C:\Windows\Fonts)

Those postinstall scripts run fc-cache, which fails.  So setup.exe 
reports the failures.

There's nothing odd about the third line.  I don't know about the first two.

So someone who knows more about fontconfig than I do will have to help 
you figure out why fc-cache is failing.  You might be better off 
starting a new thread for this, since it doesn't appear to be a texlive 
problem.  And don't forget to attach cygcheck output.

Should not matter, really. But i'm curious, why not use %SystemRoot%/Fonts ?

Thank you for all this work. Really amazing provision. FYI after this 
update I got the following error messages. From memory, there were no 
error messages at all after the first installation of texlive-collection 
and postinstall. The file /var/log/setup.log.full is very extensive (I 
doubt anybody wants it so haven't attached it) with many entries of the 
following style and all reporting exit code 146.

Those errors are coming from the calls to fc-cache in the new 
postinstall scripts.  Do you have the latest version of fontconfig 
installed?

Thank you for getting back so rapidly.
Yes, fontconfig is installed (and therefore I assume latest version). 
There is a
03/02/2012  09:11 178,702 /bin/cygfontconfig-1.dll
file There is also a /etc/postinstall/fontconfig.sh.done file.

(a)    Incidentally I originally installed texlive-collection over an 
obsolete tetex, which installation (a) took forever and (b) tailed off 
at the end with a fontconfig installation error that I reported at
http://cygwin.com/ml/cygwin/2012-03/msg00226.html.

(b)    So I then did what always seems to me to be the strategy of last 
resort: re-install brand new Cygwin from the ground up. Evidently 
successful - no error messages; presence of fontconfig.sh.done as 
stated; and until today's update of texlive-collection-*-20120312-1, no 
problems!

(c)    Just this minute I tried setup.exe again. Nothing new to install 
in the last 8 hours but setup still took 10 (no: nearer 20) minutes 
labouring over postinstall scripts (presumably taking a second crack at 
those it failed with previously? ... lacking the *.sh.done files?) and 
ended with a *similar but different* error announcement

My guess is still that it's a fontconfig issue.  I'm not an expert on 
that, but I would suggest that you try `fc-cache -fsv' (and capture the 
output).  If that runs without errors, then we'll have to look for 
something else in the postinstall scripts.

Installing vim 7.3.447-1 from Cygwin setup.exe in CYGWIN_NT-6.1-WOW64
1.7.11(0.260/5/3) 2012-02-24 14:05.

Installation hangs at
/etc/postinstall/texlive-collection-fontsrecommended.sh.

One perl.exe process running that was started by by the installation

Your log is full of messages like this:

   22807 [main] perl 6644 child_info_fork::abort: unable to remap 
MD5.dll to same address as parent (00A00000) - try running rebaseall

You probably need to run rebaseall.  See

   http://cygwin.com/faq-nochunks.html#faq.using.fixing-fork-failures

In the future this shouldn't be necessary so often because of the new 
_autorebase package that was announced yesterday.  At the moment, 
though, this probably won't help you, because that package does its work 
through a postinstall script that runs after the ones that are failing.
