I just saw a hang building Emacs (using "make bootstrap"). An emacs.exe process
stopped and ignored SIGINT. Hitting C-z after that point didn't suspend the
emacs build, but instead caused mintty to hang. The Emacs process didn't respond
to signals at all, and I had to kill it manually from process explorer.
