Can these be added to the Cygwin repos to allow the installation of the
following port knocking client/server of which the above are dependencies ?

PyCrypt aka python-crypto is already available

For hping3 we need a volunteer to package it, you ?

I had a little look at hping3. It requires libpcap, and I don't know how 
easy it would be to get something that low-level working under Cygwin.

likely not easy
as libpcap on windows seems to need winpcap
