Cygwin's TeX Live packages have been updated to the latest upstream
release, TeX Live 2014.
TeX Live provides a comprehensive, cross-platform TeX system. It
includes all the major TeX-related programs, macro packages, and fonts
that are free software, including support for many languages around the
world. For more information, see
http://www.tug.org/texlive/
The TeX Live executables and supporting libraries are contained in the
following Cygwin packages:

libkpathsea is a TeX file and path search library.

Asymptote is a powerful descriptive vector graphics language for
technical drawing, inspired by MetaPost but with an improved C++-like
syntax. Asymptote provides for figures the same high-quality
typesetting that LaTeX does for scientific text.
In addition, upstream TeX Live provides thousands of "packages", grouped
into "collections". There is a Cygwin package for each upstream
collection; there are also Cygwin packages containing documentation for
some of the collections.

Recommendations
===============
Most people do not need the full TeX Live installation, which is huge
and can take hours to install. If you're not sure what you need, here
are some possible ways to start:
Minimal: Install texlive and its dependencies. This provides plain TeX
but not LaTeX.
Small: Install texlive-collection-latex and its dependencies. This is a
minimal installation with LaTeX.
Standard: Install texlive-collection-latexrecommended and its
dependencies. This provides the most commonly used non-graphics LaTeX
packages. Install texlive-collection-pictures if you want the standard
graphics packages too.
If you find you need more, consider installing the following packages:
* texlive-collection-bibtexextra
* texlive-collection-binextra
* texlive-collection-fontsextra
* texlive-collection-formatsextra
* texlive-collection-genericextra
* texlive-collection-latexextra
* texlive-collection-mathextra
Postinstall scripts
===================
Many of the texlive-collection-* packages have time-consuming
postinstall scripts, especially if they have to install fonts or
formats. Please be patient, and don't assume that the scripts or setup
have hung.
Fontconfig
==========
Because of a change in fontconfig-2.11.1-1, applications like XeTeX that
use fontconfig may not be able to find some of the fonts distributed
with TeX Live. See

As a workaround until this is fixed, edit the file /etc/fonts/fonts.conf
and add the following three lines to the "Font directory list" section:
<dir>/usr/share/texmf-dist/fonts/opentype</dir>
<dir>/usr/share/texmf-dist/fonts/truetype</dir>
<dir>/usr/share/texmf-dist/fonts/type1</dir>
CJK collections
===============
The langchinese, langjapanese, and langkorean collections are new with
TeX Live 2014; they contain most of what used to be in langcjk. If you
need one or more of these new collections, you will need to choose them
explicitly when you run setup.
If you have previously installed texlive-collection-langcjk, then
/etc/texmf/web2c/updmap.cfg probably contains some lines involving Kanji
font maps that won't be treated properly by the
texlive-collection-langcjk preremove script. I recommend that you
simply remove all lines containing the string "KanjiMap" from that file
before updating your TeX Live installation.
Nothing bad will happen if you don't do this, but the postinstall
scripts will generate lots of spurious error messages. You can always
delete those lines later if you don't have a need for Kanji fonts. If
you do want to use Kanji fonts, install texlive-collection-langjapanese,
whose postinstall/preremove scripts should deal properly with Kanji font
maps from now on.
New formats
===========
TeX Live 2014 has introduced several new formats. To accommodate these,
the postinstall scripts will recreate the file
/etc/texmf/web2c/fmtutil.cnf. Barring a mistake on my part, this should
not cause any problem unless you have introduced custom formats. In
that case, you will have to recreate those formats; your previous
fmtutil.cnf will be renamed as fmtutil.cnf.bak to help you do that.

I relied on cygport for the requirements, and it found python3 as a
requirement for seven of the collections. I've taken a quick look at a
couple of them, and I suspect that python3 shouldn't really be required.
But I'm not sure it's worth the trouble to go carefully through all
seven to be sure.

I suggest to review the requirements
currently on cygwin64 texlive is pulling both python and python3
I have strong doubts about both, and I do't see why texlive
should require numpy

All of the python3 requirements are bogus, and I'll remove them. But
TeX Live contains many python scripts, so certainly some of the packages
should and do require python.

See /usr/share/texmf-dist/scripts/pgfplots/pgfplots.py (from
texlive-collection-pictures).
