gcc-4.8.3-4 has been uploaded for 32bit Cygwin. It contains some fixes
for the libgcc unload handler.

  gcc-java requires (again) python3.....

Yaakov, do you mind implementing an exclude feature in cygport to filter
out known optional dependencies?
