     Cygwin DLL version info:
         DLL version: 1.7.25

So you have at least 1 , likely more, package not updated.

Check how many dll's were not installed with
  cd /usr/bin
  ls *new

I suspect at list cygwin1.dll.new will show up.

Stop all the services
   net stop cron
   net stop sshd

before the next update/installation.

Re-install the cygwin package

is giving very bad suggestion to install all the devel. You will have 
tons on useless package for your need. Almost all packages will be 
installed in this way .
