missing osmctools package (Osmfilter + Osmconvert)

Hi Cygwin Team,

it would be nice to have 2 simple tools as a package in Cygwin.
They are used for filtering or converting OSM data (OpenStreetMap.org).
The source-code is freely available and the are also avail as 
ubunutu-package (>=15.04).
Both are made from only one C-file each.
( of course I could copy the WIN32 builds into " /usr/bin/ls/*.exe " )

So adopt the package: https://cygwin.com/setup.html

Or were you under the impression that there is a room full of Cygwin programmers sitting around waiting for something to do? :)
