As I reported here: http://cygwin.com/ml/cygwin/2017-02/msg00031.html this has actually been a problem since libreadline7-7.0.1 (Dec 2016): http://cygwin.com/ml/cygwin/2016-12/msg00091.html with libreadline7-6.3.8 being the last working version until now.
