I get this error when I try to use man:
locale: not found
/usr/bin/nroff: invalid option -c
man - h works and says nothing about a -c option.
I looked in .bashrc and found no aliases for man or noff.
Is there another .* file somewhere?

What's the contents of your /usr/share/misc/man.conf file ?

Could be the PATH variable in the environment. To set up, edit the cygwin.bat,
which is the program to call up cygwin from windows.

Your man.conf file looks ok, so it may be a problem with your groff
installation.
I have the following installed and it works fine:
groff 1.18.1-2
man 1.5k-3
