If you drag the file name, the mouse pointer changes to show to indicate that Windows would create a shortcut if you were to drop it onto the desktop. So that's the first thing to check if that happens on your system. Then if you drop it into MinTTY, MinTTY doesn't care about creating a shortcut, so instead just uses the text portion of that drag-and-drop data.
