The article came first, then the installer. That kind of grew out of the article, in a weird sort of way. I ended up making an analog of what went into the article for internal business use. Then decided that maybe others could use it to. Put it on the website, and improved as necessary. It allows already the sort of simple OpenSSH installation which uses Cygwin but without installing a whole Cygwin environment AND the README file doesn't contain the slightest hint to direct questions to the cygwin mailing list.
