I sent my proposed fix for the originally reported problem to the cygwin-apps list:

But no one has stepped forward to take over maintainership.  If you want to try 
my build to see if it fixes your problem too, you can install it from my 
personal Cygwin repo by using setup-x86_64.exe.  Follow the instructions here:

   http://sanibeltranquility.com/cygwin/

If this works for you, I'll try again to get the fix into the Cygwin distro.
