I started seeing this error with more recent builds of Windows, so I went to the Cygwin site and ran the latest installer to get the most recent binaries.  I've had to do this periodically in the past 15 years, and fresh binaries have resolved my issues in the past.  This time, the error persisted.  A quick search seems to point to different versions of GCC used to compile Cygwin might have compatibility issues with different versions of Windows.  I'd like to help get this resolved if I can.

So, I have a recent build of Windows.  It seems like this issue popped up like a week or two ago, so it probably started 5-10 build numbers ago.
