* Intrusive tilde character in terminal

When I open a cygwin terminal, a tilde (~) is written to the command
line. Then, every 20 seconds (aprox) I get another tilde and so on, as
the window keeps focused. So that I get wrong commands written.

Anyone with this issue?
[Setup.exe version 2.819 (32 bit)]

I upgraded to 2.829. Same behavior. This is a small gif about it (top:
cygwin term, bottom: cmd):

I found that I had another software to prevent the screensaver, that
was simulating a F23 keypress. Sorry for that.

I can disable that software. However, how can I manage the effect of
F-keys in the cygwin terminal?
