Is there a cmd.exe clone for Windows which supports UNC paths? Can
that be shipped with Cygwin?

No, and this is because cmd.exe already supports UNC paths. I have been
using UNC paths in cmd.exe for many years.
It might help to describe your problem rather than a proposed solution.

You cannot cd to an UNC path.

cmd /C …whatever…
