Which is only 7 characters longer than my download directory:
  C:\cygwin\packages\http%3a%2f%2fmirrors.kernel.org%2fsourceware%2fcygwin%2f

and has things like
 Directory of C:\cygwin\packages\http%3a%2f%2fmirrors.kernel.org%2fsourceware%2fcygwin%2f\noarch\release\texlive-collection-fontsrecommended
06/17/2017 06:21 AM 92,157,056
texlive-collection-fontsrecommended-20170520-1.tar.xz

Have you tried using a http:// mirror?
