If you're just looking for any old way to do it, as opposed to using cygwin,
Me, I just install WinCDEmu from
http://wincdemu.sysprogs.org/download
and then do
cygstart foo.iso

Cygwin != Linux. This is one area where you see the difference. Cygwin's
mount is really just a mechanism for mapping DOS-style paths and names to
POSIX versions. That's it. There have been some bells and whistles added
over time but there is no Cygwin-specific way to mount ISOs, for example.
So how do you do it? The same way you would in Windows. Get a utility
that mounts the ISO for you and then, if you want to see that ISO under
Cygwin, just access it by its drive name under '/cygdrive'.

For what it's worth, windows 8 now includes a way to mount iso,
and it seems to have been backported to older windows as an addon
( http://www.microsoft.com/en-us/download/details.aspx?id=38780 ),
so maybe cygwin's mount could use that to trigger a mount, if
it's available.

$ test -f /etc/termcap && echo "looks like BSD"
Any single test is likely to confuse software that needs to be portable.
This is why, 2 decades ago, the creators of Autoconf popularized the
practice of testing for individual needed features, not whole platforms.
(You see this in the long output from a "configure" script. It doesn't
just say "looks like Linux".)
Cygwin does conform most closely to Linux, but if you write softwares
that blindly assumes Cygwin *is* Linux, you're likely to get surprised
at some point.

FWIW, that only works for x86 Windows, not x64.

Sure? Per the above page, the tool supports Windows 2008 R2,
which is x64-only.
