 This error is caused by having
 a dos-style directory name in $PATH.
 For example
            C:/Cygwin/bin

This problem is a result of trying to solve a different problem.
Using the Unicon language
            open("/cygdrive/c/file")  fails
            open("c:/file")  succeeds
