Well, this is not part of Cygwin Setup python3's library. So, I installed it using pip3:

$ ls *.whl
keyboard-0.13.5-py3-none-any.whl*

$ pip3 install keyboard-0.13.5-py3-none-any.whl

It says it works with Windows, why am I on my own?  It should work.
