It does not exist, and I've reinstalled wget and cygwin and it continues to
not exist. <smile>

BTW: Is there a list of what the various packages do and which dll's they
contain?

The cygintl.dll resides in the gettext package.  You need to install
gettext.

Then you need to install the gettext package. It contains cygintl.dll.

Not that I'm aware of. It's pretty easy, though; there are only a few
gotcha's:

The GOTCHA's:
gettext:  cygintl.dll
readline:  cygreadline4.dll and cyghistory4.dll
ncurses:  cygncurses5.dll, cygpanel5.dll, cygmenu5.dll, cygform5.dll, and
cygncurses++5.dll

NORMAL:
jpeg: cygjpegX.dll
png: cygpngX.dll
etc

everything else is in the cygwin package itself.

1. where is cygintl.dll in your filesystem?
2. is that in your path?
3. do you have read, execute permissions for cyginntl.dll?

As a FYI:, I believe on my install wget has discontinued working and now
results in a failure to locate cygintl.dll error. (I'm not convinced
though, couldn't been something else though I've reinstalled wget and
cygwin dll numerous times and fear I might have to do a "clean" install.)
