I've updated the Cygwin version of file to 5.18-1.
This is an update to the latest official upstream version.
The package is now split into 4 subpackages:
file Base package containing file(1) and the cygmagic DLL.
file-devel Libraries and header files for file development
python-magic Python 2 bindings for the libmagic API
python3-magic Python 3 bindings for the libmagic API
