The following packages have been upgraded in the Cygwin distribution:
* libmetalink3 0.1.3
* libmetalink-devel 0.1.3
* libmetalink-debuginfo 0.1.3
Metalink download description XML parser library in C.

This release fixes the bug that signature element in metalink v4 was
not parsed correctly.
