[ANNOUNCEMENT] Updated: mingw64-x86_64-binutils-2.21.51-3

Version 2.21.51-3 of mingw64-x86_64-binutils have been uploaded.

mingw64-x86_64-binutils contains Binutils for the MinGW-w64 Win64 toolchain.

The last -2 upload was broken, this update fixes it.

My local mirror fetched that new version tonight and apparently others
did, too(*).
