The package available from the cygwin package manager, installing version 1.0.0n, worked fine. But installing the source file from https://www.openssl.org/source/openssl-1.1.0g.tar.gz with (./config; make; make install; openssl version) ends with no output at all. The problem was solved after setting the excute permissions chmod a+rx cygcrypto-1.1.dll cygssl-1.1.dll in the default directory /usr/local/bin. Is this a CygWin or an OpenSSL issue?
