It seems that http://ftp.inf-tu.dresden.de is OK.
Perhaps it was my fault. Sorry.

Now the problem with kpsewhich.exe (cygkpathsea-3-3-7) is solved.

1. I anew installed tetex, tetex-base, tetex-bin, tetex-devel which were downloaded from http://ftp.inf-tu.dresden.de .

Now an error message box "kpsewhich.exe - Unable to locate DLL" doesn't appear.
