I can not replicate
  $ uname -a
CYGWIN_NT-10.0 LAPTOP-82F08ILC 3.0.6(0.338/5/3) 2019-04-06 16:18 x86_64
Cygwin

$ echo "Hello" > foo.txt
$ od -c foo.txt
0000000   H   e   l   l   o  \n
0000006
