Cygwin package util-linux contains logger which should create Windows events with Unix fields. Unless you have the Cygwin syslog or syslog-ng daemon installed and running as a service, in which case it will write to /dev/log socket, which will be logged to /var/log/messages, or whatever file or processing is configured.
